I have this project and one part of it is to interview someone from our chosen profession. I asked my friend's dad but I got blatantly rejected so I was wondering if anyone could answer these question, who is an electrical engineer.

Reporting to Technical Head, the position takes a lead role in providing design services related to electrical engineering for gas facilities and equipments. Ensures application of correct standards in the design and development of projects related to gas production, pressure maintenance, transportation and export. Prepares/oversees conceptual design for modifications and evaluates plant modifications.

Supervises and directs the provision of advisory and design related to elecrical engineering segments.



4. DUTIES AND RESPONSIBILITIES: (General statements preferably in order of importance, not procedures. Number the statements)



1. Directs and coordinates the activities of assigned personnel in assigned Electrical Engineering Unit. Performs supervisory functions and exercises financial authority at the level established by management for the position.



2. Advises on engineering activities related to the company's existing and proposed process facilities. Participates as a member of special or ad hoc committees to study various technical problems/facilities, such as electrical systems and plants ,including power generation, transmission, and distribution networks, transformers, switchgears, and motors, electrical control, protection systems and metering facilities and SCADA systems, pressure maintenance systems, transportation and export; or as an individual contributor to provides expert technical advice, as and when requested.



3. Participates in the evaluation of plant modification requests involving a wide variety of electrical systems or problems, recommends solutions, acceptance or rejection of proposed changes, as appropriate. Includes liaising with requesting or concerned parties of field operations divisions gathering, researching and analysing respective data and information and preparing recommendations with technical back-up as appropriated. Carries out subsequent conceptual electrical designs.



4. Receives and reviews various requests for engineering support through supervisor, which may involve one or several technical activities, such as to carry out conceptual design, evaluate consultants design packages, inspect suspected faults on site or to provide simple advice on electrical systems. Supports projects group during engineering , construction, and commissioning of electrical projects /or projects with electrical engineering elements. Carries out required collection and analysis of information and produces appropriate recommendations.



5. Supervises the preparation of conceptual designs for major and minor electrical related projects or for projects that have an elecrical design content, inclusive of preparation of cost estimates and scopes of work. Directs in-house draughtsmen in the preparation of necessary drawings and checks their finished work for accuracy and completeness. Where consultants are used for conceptual design, provides advice on standards to be used and brief them on local specifications. Supervises the consultants’ performance and checks their design packages to ensure completeness, quality of work and adherence to Company standards and requirements.



6. Provides technical assistance to other departments in the preparation of detailed design packages. Includes, in cases where consultants are used, the discussion of the concept, design standards and criteria to be used. Reviews and discusses the design, prepares design briefs for design packages to be prepared in-house, prepares and discusses rough sketches with assigned Draughtsman, reviews and discusses all output from the design office with the responsible Engineer. Approves drawings, specifications and other technical documents related to his field of activity.



7. Visits various operational locations to survey or to advise on any special problems which may arise during construction and commissioning work. Liaises with operation to prepare/coordinate commissioning and start-up procedures.



8. Assists in budget preparation exercises by preparing preliminary cost estimates and advising on project phasing taking into account long lead items and Company procedures.



9. Co-ordinated with the other engineers in the Division of the establishment and updating of engineering standards, design philosophies and participates in the preparation of standard design consultancy contract framework. Keeps up to date with changing conditions, standards and equipment to ensure that the Company’s elecrical engineering standards and specifications are updated and that the most appropriate materials/equipments are used.



10. Plans and participates in the ongoing training and development of assigned new employees. Includes assessing employees training and development needs, directing the preparation of structured development/familiarization programs, monitoring and reporting on progress and counselling employees as required.



11. Knows the Company health, safety and environmental policy, procedures, regulations and objectives as they relate to his area of responsibility, and ensures that they are effectively implemented in his domain. Ensures, by appropriate monitoring and review, that work under his control is performed in a safe and environmentally sound manner. Ensures effective accident investigation and follow up.





12. Carries out other similar or related duties such as participating in value engineering studies and safety audits of existing plants to identify opportunities of cost optimisation, deficiencies/hazards, and recommend suitable remedial actions, assisting in budget exercises by preparing cost estimates for future projects for inclusion in the budget and advising on project phasing taking into account long lead items and Company Procedures.



13. Prepares and/or participate in the preparation of Invitation to Bids, Scope of Work, and Bid Clarifications and participate in technical evaluations of various tenders and award of contracts.



14. Participate in any HAZOP Sessions and attends in Hazard Assessment sessions and advise on area classifications.



15. Performs other duties and responsibilities as assigned by the supervisor.





5. DECISION MAKING AUTHORITY / PROBLEM SOLVING LEVEL:



 Works in accordance with established policies, procedure, and professional standards. Keeps Management informed of work progress. Work accomplishments are subject to review.



 Carryout and review the design to ensure that Costs, Quality and HSE aspects have been implemented according to approved standards.



 Expenditure : Limited expenditure authority.

 Hire/Fire/Salaries : Recommend manpower requirement and participate in the hiring process.

 Plans/Objectives/Goal Setting : Sets plans, objectives and goal within the company's Policies of work allocated.

 Procedure & Policies : Recommends and participates in setting Procedure and Policies.

 Delegated authority/Acting : Coordinate and act on assigned tasks of Engineering Head activities.

7. MINIMUM KNOWLEDGE AND EXPERIENCE



A. Knowledge:



Education including designations: B. Sc. In Electrical Engineering or Equivalent



Experience: 7 - 9 years experience in design, construction and maintenance of capital projects related to electrical systems and plants, inclusive of generation/distribution systems 33KV or above of which a minimum of 5 years should have been in the oil and gas industry.





B. Competencies/Skills:



 Effective verbal and written Communication skills. Excellent comprehension of English, High Interpersonal Skills necessary to work with other functions and Contractors; shall be a team player.

 Able to handle conflict management and has good problem solving skills.

 Shall be a good negotiator and influence person.

 Good project management skills.

 Proficient at using a PC and various related software applications/programs.
