Voltage has ABSOLUTELY NOTHING to do with lethality or ability to disable someone, the power to incapacitate someone comes in the amperage of the current being delivered, as a .0001 volt 10000 Amp shock will kill you instantly, but a 10^10 Volt, .0000001 Amp shock would just hurt like hell, in fact the static electricty shocks you get every day are tens or even hundreds of thousands of volts in potential but there is almost no amperage or current to the shocks. As for the CURRENT needed to knock someone out, I believe .001 Amp (1 milliamp) across the heart is generally considered to be the fatality benchmark for most people.

It is not possible t pick a voltage that would "knock a man out" without a very high risk of death.
It is actually current that is dangerous, and about 10 mA is considered at that level. With typical body resistance, that is a voltage of 40 volts or higher.
In other words, 40 volts DC would be barely felt under one set of circumstances and would be lethal under another set.

It depends. First it depends on whether the voltage is applied to the hands or the head. Then it depends on the contact resistance (skin resistance), since it is current level rather than voltage level which is important. (There are some toy spark generators which produce 1000s of volts, but they are quite safe because they are unable to supply a significant current.) Then it depends on whether it is DC or AC, and, if it is AC, on the frequency. Finally it depends on the person - all these figures are given as statistical likelihoods.

You have circumstances where you have very high voltage but nobody get killed as a result of being exposed to it, eg : Car's ignition system.
