The breakdown voltage is when the voltage on the gate causes the transistor to conduct. I think you are talking about insulation and it is printed on the insulation of the conductor. If a conductor is rated at 220V then it can handle that voltage easily. I would not use 277V unless it is a low current device and only for temporary repair.
