Help in making Tank type Robot as a University project which could launch rocket at targets. We want to control it from a separate room using wifi module + camera and to monitor live on laptop screen and target locations from mouse. we must have to use an Arduino for this project. Any help regarding what should we need to use like Modules and languages. Any little help will be appreciated.

The purpose of your project is not to achieve your goal. It is very nice when you do but it is not necessary.

The purpose is to learn the pitfalls in a practical experiment of trying to do it.

If you don't finish it you will need to tell what the goal was, the problems along the way and the main reason for not getting there. Most approved projects never finish because they were too broad and involved. Yours will require many processors and programs. It sounds sufficiently involved to fail but you will learn lots along the way. Knowing this will help you a lot. Be prepared to write about it. Take lots of notes on the problems and analysis of them.

You will certainly have to use a lot more than one Arduino - just handling the functions you name will require 4 or 5 microcontrollers and you have a number of things implied that may need more (like loading the rocket launcher)

I love your idea, its not novel but a great project, and as Philomel says will involve distributed processing, possibly with a Pi3 or similar to provide the computing power and wifi, and arduino(s) for control.
