is it possible to modify the icom ic-r2 to be able to transmit on the selected frequency. Any links to any websites will help me a lot

not, it's not . r2 is receiver only

Can not modify a receiver to a transmiter.
You may be thinking of amateur radios which can have extended transmit on channels the user may be authorized in other bands such as the business, military (Civil Air Patrol), and public safety frequencies.
The hardware to transmit is not there in an R2 or any other receive only radio.

what is an ic-r2? does it have a transmit button, does the ic have inhibited transmit capabilities, a lot more info is needed, i;e an ic- 2e is an amateur radio.
