If it was a "temporary" road to start with, I wouldn't bet on it having a proper sub-grade to start with, a thin layer of asphalt on an improperly prepared surface will not be a particularly good base for a new pavement. You need to check with the the engineer who built the road the first time.
It may be possible to recycle the existing road as, or part of, the new sub-grade, take a look at this:

yes you can , but depends on the condition of the existing road, if soil settlements is apparent then you have to remove and compact the soil before applying asphalt.
However all depends on the soil conditions and the type of the new road
