Since the motor size is specified in horsepower rather than kilowatts, I assume that the question applies to a motor installed in the USA, Canada, or someplace where motor installations must comply with the USA National Electrical Code (NEC) or a similar code. The procedures for selecting the components and materials required for a motor and motor circuit installation are provided in article 430 of the NEC. You can read at no charge, but not download, copy or print the NEC at:
Some states make their electrical codes available to download at no charge. Some state codes available for free download contain the entire NEC.
A breaker is usually used only to protect the circuits providing power to the motor. The motor overload protection device is usually an overload relay. The breaker and other motor circuit components are required to be selected using a table in the NEC that provides full load current values to be used for various horsepower rated motors. The overload relay setting is selected based on the specific motor nameplate. The NEC provides the maximum settings as a percentage of the motor nameplate current. For a motor marked with a service factor of not less than 1.15, the maximum setting is normally 125% of the motor nameplate full-load current rating. The NEC includes a lot of alternatives, exceptions and procedures for specific situations.

You get that from the manufacturer, or sometimes from the nameplate.
You need a starter for that motor.
It includes the protection devices like heat coils…
Hope this properly answers your question
