You may be able to design a device with little or no electrical knowledge or experience that is relatively safe for perhaps 99% of the population, depending on dumb luck and how you apply it, only to discover you are the unfortunate 1%. Your entire idea is well ... shocking!

The transformer is the best way to go. I'd recommend a 9 volt battery (the rectangular ones). You can form a human chain with everyone holding hands and the two last persons grab the cables on one side of the transformer, and on the other connect the battery. In order for this to work you need to continuously plug and unplug the battery. You can keep the negative attached, and just keep tapping the positive. There's is no danger in this even if you try it in just a single person.

If you put a few 9 volt battteries together, you can get a bad jolt. Put a 1000 ohm resistor (from Radio Shack) in line with the batteries, though, just to be on the safe side. Or try looking at the static generator in the SparkBuzzBangandothergoodstuff site.

Yeah, right, just an experiment. Try something with a large capacitor. Charge the cap and set the trap. Not dangerous but quite a shocker. Your local TV repair shop should be able to help you.

Most larger electronics have a square box that the power cord comes out of called a transformer. Take it out of the device, hook probably 2 Dsized batteries to it and touch the wires coming out. It will scock the crap out of you but not kill you.

Just make sure that you use something that has less than a micro amp. Voltage doesn't kill you.. the current does which is measured in amps. (A)...
