Try a search for "CAD" in this site http://sourceforge.net/. There are many Open Source CAD softwares available there.

Look into Intellicad. It was designed to be almost identical to Autocad, with compatible file formats, but much less expensive (like $130 vs. $2000+ for Autocad). Then Visio bought it and made it free! Then Microsoft bought Visio, and I don't know what became of Intellicad. Anyway, it used to be a very capable program, can't beat the price -- legitimately free, no piracy. It had the same learning curve as Autocad (which is not easy), but if you are going to want to email drawings to architects or builders, the compatible file format is a real benefit. My experience with it is about 8 years old, so I really don't know where it's at today.

Google has a nice, but basic 3D program. It's called SketchUp. It's free and does have most of the basics. It's just a bit klunky.
