Aphase shifter is exactly this: A device that shift the phase of a wave, this kind of electronic circuits are used to modulate signals.

The formula of a wave is described by:

F(t)=ACos(wt)

Changing the phase of a wave is like:

F(t)=ACos(wt+p)
